The Administration entities are always under pressures for improving the operative efficiency with short budgets. At the same time, it is really difficult to train the great number of employees that work for the public administration, and more in those institutions that cover wide geographic areas. What is more, many of these institutions generally face the need of training not only their employees but also the areas which activities they regulate; and that could, in many instances, include a great number of citizens.
